ASPIREVIEW

Every public sector organisation faces the challenge of delivering better services, more effectively.

Like many others, you may be looking to performance management to help meet this improvement agenda.

To do so, though, you need to be able to measure your performance, compare it with similar organisations, identify where your organisation works well – and where it doesn’t – and highlight the priority areas that need attention.

Within the Housing Benefit National Performance Management Framework this is achieved through Aspireview.

Aspireview Performance Scorecard is a purpose-built application that is centrally hosted for fast and easy implementation. As a result, you can be online within hours, rather than the months involved in traditional solutions, and there’s no impact on local IT resources.

Public sector organisations can access it securely over the Internet using secure FTP (SFTP) or our connection to the Government Secure Intranet.

Key benefits

Sharing of best practice is at the heart of Aspireview to help you manage and improve performance. It allows you to focus on performance reporting and initiative management and:

  • Cascade improvement to all – with scorecards that can be developed at every level from a department or team down to the individual.
  • Reduce the burden of upward reporting - by automating the reporting process to DWP.
  • Highlight performance trends – using bottom-up key performance indicators.
  • Compare performance locally and nationally – filter performance data by caseload, location, HB system type, time of the year, etc., to enable you to identify councils that have already addressed similar performance issues to those that you face. This will provide you with a target list of councils to collaborate with.
  • Share knowledge and collaborate – within your organisation or without, through an online knowledge portal and discussion forums.

Pre-populated measures

Aspireview comes pre-loaded with DWP performance standards indicators. In addition, it also includes leading practice indicators that have been developed by 27 councils over the last two years for benchmarking performance with other councils.

Aspireview Performance Scorecard features:
Advanced Scorecard Designer - Aspireview allows users with appropriate permissions to design and deploy advanced scorecards. With a full set of cut, copy, paste and drag ‘n’ drop features, the creation of scorecard structures is simple.

Unlimited Structure Size - there are no restrictions on the number of levels or measures in the hierarchies.

Project and Milestone Integration - scorecards can contain project and milestone information for better integration between performance measurement and management. Reports produce project Gantt charts.

Risk Management - scorecards can also contain risks and mitigation actions to help reduce risk across your department.

KPI Calculations - KPIs can be calculated using formula editing and custom function development.

Dashboards - advanced web-based dashboards and reports, including charts, tables, gauges and graphics, can be developed and deployed.

Alerts and Triggers - individual performance measures can be “watched” and alerts set against specific performance criteria. Users are alerted by email when watched conditions are met.

Ownership - all levels within a structure have user ownership associated with them. At measure level, users are associated with ownership, updating and escalation.

Security/Access Levels - Aspireview operates a complete security and permission-based access system that works at both user and group level.

Web based - Aspireview is completely web based and requires no plug-ins or java runtime environments.
